General Contractor usually hires a number of sub-contractors and owners hire a number of engineers to complete the task. Owners would like the project to be finished as soon as possible. General Contractors would like to do the same at minimum cost and sooner than deadline of owners. After all the lowest bid normally gets the job not the highest one and repeat client is the best client. Sub-contractors would like to finish as soon as possible and get paid so they can start on a new project. Engineers would like to check everything and ensure safe and sound buildings.

Bankers like their money on first of each month regardless of status of project.  Everyone only benefits if the Banker is happy, and owners can only keep the Banker happy if property is finished and tenants are in it, or business is running to produce money to and pay the notes.

This fine army of construction field generally work like a family. Each member needs the other, and no one can function right when one member is missing. However, when things go wrong, everyone points finger at someone else.

Many problems can be avoided or fixed if problems are detected early during the course of project. It is important for owners to listen to their engineers and independent laboratory testing to avoid problems down the road. After all anyone who is bringing in a complaint is not doing it to get others in trouble or make anyone look bad but likes the project to be completed properly.
